نامه جمعی از نهادهای مدنی خطاب به گزارشگر ویژه حقوق بشر سازمان ملل متحد در امور ایران 

سرکار خانم مای ساتو،

ما، امضاکنندگان این بیانیه شامل نهادهای جامعه مدنی ، مدافعان حقوق زنان وحقوق بشر، عمیقاً نگران وضعیت فاجعه‌بار حقوق بشر در ایران هستیم.

در شرایطی که اکثریت مردم ایران تحت فشار فقر گسترده، فروپاشی اقتصادی، الیگارشی حاکم و پیامدهای تحریم‌ها، توان تأمین ابتدایی‌ترین نیازهای زندگی خود را از دست داده‌اند، اعتراضات مردمی در واکنش به این وضعیت غیرانسانی شکل گرفته و گسترش یافته است. این اعتراضات از۷ دی ۱۴۰۴ (۲۸ دسامبر ۲۰۲۵) با آغاز تجمع‌ها و اعتصاب‌ها در بازار بزرگ تهران و مراکز تجاری اطراف آن آغاز شد؛ اعتراضاتی که در پی وخامت شدید شرایط اقتصادی، جهش نرخ ارز، بی‌ثباتی بازار و کاهش شدید ارزش پول ملی شکل گرفت و در ادامه به سایر استان‌های کشور گسترش یافت. این موج اعتراضی اکنون به گسترده‌ترین اعتراضات ضدحکومتی پس از انتخابات سال ۱۳۸۸ تبدیل شده و با وجود سرکوب شدید، همچنان ادامه دارد.

مردمی که آشکارا و شجاعانه به جمهوری اسلامی «نه» گفته‌اند، با سرکوبی بی‌رحمانه و مرگبار مواجه شده‌اند. بر اساس گزارش‌های موثق میدانی، رسانه‌های مستقل و منابع حقوق بشری، طی هفته‌های اخیر هزاران نفر از معترضان غیرمسلح کشته شده‌اند و شمار بسیار بیشتری زخمی، بازداشت یا ناپدید شده‌اند. گزارش‌هایی عمیقاً نگران‌کننده از ربایش مجروحان از بیمارستان‌ها، سرقت اجساد، پنهان‌سازی آمار واقعی قربانیان و پر شدن سردخانه‌ها دریافت شده است.

هم‌زمان، حکومت با قطع کامل و گسترده اینترنت و ارتباطات تلفنی، تلاش کرده است کشور را در تاریکی اطلاعاتی مطلق نگه دارد و مانع اطلاع‌رسانی شهروندان و نظارت جامعه بین‌المللی شود.

درصورت سکوت و انفعال جامعه بین‌المللی در برابر این سطح از خشونت سازمان‌یافته علیه مردمی بی‌دفاع که در فقر و فلاکت اقتصادی به سر می‌برند، نه‌تنها  کشتارتداوم پیدا می کند، بلکه پیام خطرناکی از مصونیت عاملان جنایت ارسال می‌کند. ما از شما، به‌عنوان گزارشگر ویژه حقوق بشر سازمان ملل متحد در امور ایران، قویاً درخواست می‌کنیم اقدامات زیر را انجام دهید:

همکاری با هئیت مستقل حقیقت یاب سازمان ملل در رابطه با ایران و درخواست برای بازدید از ایران برای بررسی کشتار معترضان، ناپدیدسازی قهری، بازداشت‌های خودسرانه و سایر موارد نقض فاحش حقوق بشر

استفاده از تمامی مکانیسم‌های موجود سازمان ملل متحد از جمله تشکیل جلسه فوق العاده شورای حقوق بشر، برای بوجود آوردن امکان گزارش دهیی فوری توسط شما و هییت حقیقت یاب ایران

اعمال فشار مؤثر و فوری بر جمهوری اسلامی برای توقف کشتار، آزادی بازداشت‌شدگان، دسترسی نهادهای مستقل به زندان‌ها و بیمارستان‌ها و بازگرداندن حق ارتباط آزاد شهروندان

تضمین مستندسازی دقیق و مستقل جنایات با هدف پاسخ‌گو کردن آمران و عاملان این نقض‌های فاحش حقوق بشر در سطوح ملی و بین‌المللی

مردم ایران نباید به دلیل مطالبه نان، کرامت، آزادی و آینده‌ای انسانی، با گلوله پاسخ بگیرند. مسئولیت اخلاقی و حقوقی جامعه جهانی ایجاب می‌کند که پیش از آن‌که شمار قربانیان بیش از این افزایش یابد، اقدامی فوری، قاطع و مؤثر برای جلوگیری از تداوم کشتار صورت گیرد.

Letter from Civil Society Organizations Addressed to the United Nations Special Rapporteur on the Situation of Human Rights in Iran

Ms. Mai Sato,

We, the signatories of this statement comprising civil society organizations, women’s rights defenders, and human rights advocates are deeply concerned about the catastrophic state of human rights in Iran.

At a time when the vast majority of the Iranian people, under the pressure of widespread poverty, economic collapse, a ruling oligarchy, and the consequences of sanctions, have lost the ability to meet even their most basic needs, popular protests have emerged and expanded in response to these inhumane conditions. These protests began on 7 Dey 1404 (28 December 2025) with demonstrations and strikes in Tehran’s Grand Bazaar and the surrounding commercial centers. They were triggered by the severe deterioration of economic conditions, a sharp rise in foreign exchange rates, market instability, and the dramatic devaluation of the national currency, and subsequently spread to other provinces across the country. This wave of protest has now become the largest anti-government uprising since the 2009 elections and, despite brutal repression, continues to this day.

The people who have openly and courageously said “no” to the Islamic Republic have been met with ruthless and lethal repression. According to credible field reports, independent media, and human rights sources, in recent weeks thousands of unarmed protesters have been killed, and many more have been injured, arrested, or forcibly disappeared. Deeply alarming reports have been received regarding the abduction of the wounded from hospitals, the theft of bodies, the concealment of the true number of victims, and morgues filled beyond capacity.

Simultaneously, the authorities have sought to keep the country in total informational darkness by imposing a widespread and complete shutdown of the internet and telephone communications, thereby obstructing citizens’ ability to share information and preventing international monitoring.

If the international community remains silent and inactive in the face of this level of organized violence against defenseless people living in poverty and economic despair, not only will the killings continue, but a dangerous message of impunity for the perpetrators of these crimes will be conveyed. We therefore urgently call upon you, as the United Nations Special Rapporteur on the situation of human rights in Iran, to take the following actions:

Cooperate with the UN Independent International Fact-Finding Mission on Iran and request a visit to the country to investigate the killing of protesters, enforced disappearances, arbitrary arrests, and other grave human rights violations.

Utilize all available United Nations mechanisms, including convening an emergency session of the Human Rights Council, to enable immediate reporting by you and the Iran Fact-Finding Mission.

Exert effective and immediate pressure on the Islamic Republic to halt the killings, release detainees, grant independent bodies access to prisons and hospitals, and restore citizens’ right to free communication.

Ensure accurate and independent documentation of crimes with the aim of holding those who order and perpetrate these gross human rights violations accountable at both national and international levels.

The people of Iran must not be met with bullets for demanding bread, dignity, freedom, and a humane future. The moral and legal responsibility of the international community requires urgent, decisive, and effective action to prevent the continuation of the killings before the number of victims rises any further.
