در خواست پشتیبانی از تجمع اعتراضی در ژنو همزمان با برگزاری کنفرانس سالیانه سازمان جهانی کار
هر سال، صدها کارگر و فعال کارگری در ایران به دلیل دفاع از حقوق ابتدایی خود توسط جمهوری اسلامی ایران تهدید، اخراج، بازداشت، زندانی و شکنجه می‌شوند. در حال حاضر، شمار قابل توجهی از فعالان کارگری در زندان به‌سر می‌برند. تعداد اندکی از تشکل‌های مستقل کارگری که تا حدی از تهاجم و سرکوب مداوم رژیم جان سالم به در برده‌اند، تحت فشارهای شدید و گسترده‌ای قرار دارند؛ فعالیت‌های آنها به‌شدت محدود شده و بسیاری از بنیان‌گذاران و اعضای آنها یا زندانی هستند یا با ترس دائمی از پیگرد و حبس‌های طولانی زندگی می‌کنند.
جمهوری اسلامی ایران، به عنوان یکی از اعضای سازمان جهانی کار موظف است که به مقاوله نامه بنیادی این سازمان از جمله مقاوله نامه های مربوط به حق آزادی تشکل و حق انعقاد پیمان های جمعی احترام بگذارد. با این حال، نقض شدید این مقاوله نامه ها به رویه‌ای عادی و سیاست ثابت رژیم ایران تبدیل شده است. جمهوری اسلامی ایران با وجود داشتن سابقه‌ای طولانی و خشن در سرکوب کارگران در طول ۴۵ سال گذشته، توانسته آزادانه عناصر وابسته به خود مانند اعضای شورای عالی اسلامی کار را به‌جای نمایندگان مستقل و معتبر کارگران به کنفرانس‌های سالانه سازمان جهانی کار اعزام کند، و تا کنون هیچ نشانه ای حاکی از بررسی در مورد مستقل بودن این نمایندگان توسط سازمان جهانی کار وجود ندارد. جمهوری اسلامی همچنین نمایندگان رسمی دولت و کارفرمایان را نیز خود منصوب می‌کند و بنابراین، تمامی نمایندگان اعزامی از ایران عوامل حکومت اسلامی هستند.
سال‌هاست که تشکل ها و فعالان کارگری در ایران تأکید می‌کنند که “هیأت نمایندگی کارگری ایران” نماینده واقعی کارگران نیست و از نهاد های سازمان جهانی کار خواسته‌اند تا به این نمایش شرم‌آور پایان دهند، اما فقط با دیواری از سکوت روبه‌رو شده‌اند. در سال ۲۰۰۵، شکایتی علیه دولت ایران در مورد نقض حقوق کارگران در سازمان جهانی کار ثبت شد. از آن زمان، هر سال شکایت‌های بیشتری به این پرونده اضافه شده است، اما پس از ۲۰ سال، این سازمان هنوز هیچ اقدام معنادار و مؤثری برای پاسخ‌گویی به این شکایات فزاینده و اصلاح این بی‌عدالتی در تعیین نمایندگی‌ها انجام نداده است. این بدان معناست که نمایندگان واقعی کارگران ایران برای چندین دهه از داشتن جایگاه شایسته خود در کنفرانس‌های این سازمان محروم بوده‌اند.
صد و سیزدهمین کنفرانس سازمان جهانی کار از دوم تا سیزدهم ژوئن ۲۰۲۵ در ژنو برگزار خواهد شد. در ششم ژوئن، ما، تجمعی در مقابل این سازمان برگزار خواهیم کرد تا به حضور عوامل رژیم ایران در این کنفرانس که تحت عنوان “نمایندگان کارگران ایران ” صورت می گیرد، اعتراض کنیم. آزادی بدون قید و شرط فعالان کارگری زندانی و همه زندانیان سیاسی و برخورداری کارگران در ایران از حق ایجاد تشکل های کارگری، انعقاد پیمان های جمعی، از خواسته های اصلی این تجمع اعتراضی است.
ما، همراه با تشکل های کارگری و کارگران زندانی در ایران، از تمامی سازمان های کارگری در سراسر جهان می‌خواهیم که در همبستگی با کارگران در ایران، از مبارزات آنان حمایت کنند، بازداشت‌های خودسرانه و احکام سنگین علیه کارگران که برای دستیابی به ابتدایی‌ترین حقوق خود – که در بسیاری از نقاط جهان امری بدیهی است- مبارزه می کنند را محکوم نمایند.

An open letter to unions and workers’ organisations
Sponsoring a rally at ILO’s 2025 annual conference in Geneva in solidarity with of workers’ struggle in Iran
Every year, hundreds of workers and labour activists in Iran are threatened, fired, arrested, imprisoned and tortured by the Islamic Republic of Iran for exercising their basic labour rights. Currently, a considerable number of labour activists are behind bars. A few independent labour organisations that have partially survived the government’s sustained onslaught and suppression are under constant and colossal pressure, their activities are severely restricted, and many of the founders and members are either imprisoned or live in constant fear of persecution and long periods of incarceration without trials.
As a member of the International Labour Organization (ILO), the Islamic Republic of Iran is required to observe the core conventions of the ILO, including freedom of associations and collective bargaining. However, the severe violation of these very conventions has been the routine policy and practice of the Iranian regime. Despite having an atrocious and violent anti-worker record in the last 45 years, the Iranian regime is given free rein to send its government-affiliated proxies such as the “Supreme Center of Islamic Labour Councils” to ILO’s annual conferences instead of independent and credible representatives of workers’ organisations and there is no sign of ILO scrutiny to ascertain the independent status of workers’ representatives. The Islamic Republic of Iran also selects its official and employers’ representatives and effectively, all representatives from Iran are the Islamic government’s agents.
For many years, the labour organisations and activists in Iran have insisted that the “Iranian Labour Delegation” is not Iranian workers’ representative and urged ILO’s respective bodies to step in and stop this shameful travesty, but they have only faced a thick wall of silence. In 2005, following a complaint made against the government of Iran regarding the violation of workers’ rights, a case was opened at ILO. Since then, every year more complaints have been compiled and added to the original case, but after 20 years, ILO has not taken any meaningful and effective step to respond to ever-increasing complaints and redress the representation imbalance. This means that for decades, the authentic representatives of Iranian workers have not had their rightful seat at ILO conferences.
ILO’s 113th conference will be held in Geneva between 2rd and 13h June 2025. On 6th June, we will be holding a rally there to publicly oppose the participation of the agents of the Iranian regime as so-called ‘Iranian labour delegates’ and demand the unconditional release of imprisoned labour activists and all political prisoners in Iran and assert the Iranian workers’ rights to freedom of associations and collective bargaining.
We, along with labour organisations and imprisoned workers in Iran, urge labour organisations worldwide to stand in solidarity with the authentic representatives of workers, support their struggles in Iran and condemn their arbitrary imprisonment and heavy sentences for want of basic labour rights which are taken for granted in many parts of the world.
